The Postal Service plans stamps next year for Judy Garland, Ben Franklin, the Amber Alert ...

The problem for Stamps chief Dave Failor is ... he can't print them yet.

That's because he's waiting to hear whether the Postal Service will be raising prices early 
next year.

It's more complicated than usual. Postal Service spokesman Gerry McKiernan says there'd be no 
need to raise rates at all if the agency didn't have to contribute to an escrow account for 
federal retirees. 

"We would have to be paying into an escrow account beginning in September 30th, 2006, whether 
there's a stated need for that money or not."

A Senate bill would help, the House version would NOT, the White House is threatening a veto, 
the Postal Rate Commission hasn't made its recommendation yet -- 

And, meanwhile, the deadline for printing the stamps is fast approaching.
